RSIP Advisory Committee

​The State of Illinois enacted legislation intended to provide the City of Chicago Department of Aviation (CDA) with funding to replace windows and doors which were installed under the City's Residential Sound Insulation Program (RSIP) in homes where an odor was confirmed. The legislation also mandated that an Advisory Committee be formed to determine which homes are eligible for replacement windows and doors and to recommend the order in which homes are to receive replacements. 

The Advisory Committee's purpose is to: 1) Determine which homes contain odorous windows or doors and thus are eligible for replacement; 2) Promulgate a list of eligible homes and; 3) Recommend the order in which homes will receive window replacements. The CDA will take into consideration the Committee's recommendations but reserves the right to final decision-making authority over replacement of windows and doors installed under the RSIP.

Process to Demonstrate Extreme Hardship

The RSIP Advisory Committee was tasked with developing a process in which homeowners can demonstrate extreme hardship for the purpose of home sequencing as part of the RSIP odor mitigation. The Advisory Committee developed recommendations on how it can be measured, determined, and quantified for the purpose of the RSIP odor mitigation sequencing.
